Since 1993, an international treaty under the Hague Convention was signed by several nations making it a felony for children to be permanently removed from their countries of residence. But a number of Middle Eastern countries and others around the globe did not sign the Hague treaty, leaving parents whose children are snatched and taken to those countries with few legal remedies.
